The Inter-University Centre was initially founded in 1999 as Centre of German, Croatian, European and Comparative Law on the basis of an agreement between Freie Universität Berlin and Sveučilište u Splitu. In May 2014, the Inter-University Centre was restructured and renamed, and has expanded to a co-operation between Freie Universität Berlin, Sveučilište u Splitu Europa-Universität Viadrina Frankfurt (Oder) and Université Paris 1 Panthéon-Sorbonne.
The Inter-University Centre organises lectures, international conferences and symposia, fact-finding missions as well as study and research stays. Another main objective is the implementation of international research and consulting projects. The purpose of these activities is to promote international scientific co-operation, especially in the areas of law, economics, political science and social sciences.
During the term 2014-19, the Inter-University Centre is managed by the Kelso Professorship, Europa-Universität Viadrina Frankfurt (Oder) and headed by Prof. Dr Lowitzsch.

Academic co-operation and research as well as policy advice and consulting involve various institutional partners, especially:
the German Academic Exchange Service (DAAD), in Bonn, Germany, with regard to academic activities in South-Eastern Europe with local universities.
The partnership embraces:

- the University of Sarajevo, Faculty of Law, Sarajevo, Bosnia and Herzegovina;
- the University Union Belgrade, Faculty of Law, Belgrade, Serbia,
and is supported by the Friedrich Ebert Foundation, Bonn, Germany, and Zagreb, Croatia.
European institutions such as the European Parliament, the European Commission and the European Economic and Social Committee (EESC) with regard to EU-integration projects resting on a wide network across the Europe
Co-operating institutions at the European level are providing expertise and data and support the dissemination of project results, e.g.,
