Tempus: Modernisation of Higher Education

The Inter-University Centre has participated in the successfull implementation of two Tempus projects:

  • Legal Education at the University of Split, Faculty of Law, Croatia (2007 - 2010)
  • Business and Economics Education at the State University of Tetovo, Macedonia (2005 - 2007)

We are always interested in the ideas of potential project partners for new Tempus projects and are ready to join a Tempus project consortium. We provide assistance in selecting the suitable project partners and in building up a strong consortium.

What is Tempus?

Tempus is the European Union's Programme, which supports the modernisation of higher education in the Partner Countries of Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region, mainly through university cooperation projects. It was established in 1990.

Tempus also aims to promote voluntary convergence of Partner Country higher education systems with EU developments in the field of higher education such as the Lisbon agenda and the Bologna process . In addition to institutional cooperation Tempus also promotes a "people to people" approach.

Tempus provides support to consortia of institutions composed mainly of universities or university associations. Non-academic partners can also be part of a consortium.

Launch of Tempus IV

The latest phase of the programme, Tempus IV, started in 2008 with an annual budget of around 50 million euro. Individual projects receive funding of between 0.5 and 1.5 million euro. All conditions and criteria to apply for Tempus funds are detailed in the annual call for proposals (available in English, French and German). 

The Education, Audiovisual and Culture Executive Agency (EACEA)1 is responsible for the management of Tempus IV (2007 – 2013), under the supervision of EuropeAid - European Commission Co-operation Office2 (AIDCO) and Directorate-General for Enlargement3 (DG ELARG of the European Commission). More about the Tempus programme4

The Tempus Programme 2007-2013 is composed of three different actions5, all managed by the Executive Agency.

Erasmus Mundus Partnership is a complementary programme that funds higher education student and staff exchanges and visits between European universities and universities from other countries.

Third Call for Proposals, Tempus IV 

Every year, the Calls for Proposal contain all the necessary information on how to apply for funding and the criteria that need to be met in order to obtain funding.

The third call for proposals under Tempus IV closed on 9 March 2010. In total, 450 applications were submitted using the on-line submission system.

Fourth Call for Proposals, Tempus IV

The next call for proposals under Tempus IV is expected to be published in October 2010 and will close in early March 2011.
